Code Compliance 

The City of Garland Code Compliance Department's Senior Lawn Care Assistance Program is full, however applications will still be accepted until March 1, 2024. Qualified candidates will be placed on a waitlist, should a spot become available. 

This program provides summer mowing for seniors (60 years of age and older) and disabled Garland homeowners who are physically and/or financially unable to maintain their yards to comply with City codes and have no other assistance available.

Applications are available online, or residents may call 972-485-6400 and request that an application be mailed.

Submit applications to: Code Compliance-Lawn Care Assistance Program, 210 Carver St., Suite 101, Garland, Texas, 75040. Application packets must be filled out completely and returned to Code Compliance along with required documents. All applications are accepted on a first-come, first-served basis. Applications must be complete, and all documentation required must be provided at the time of submission. The list of required documents can be found in the application packet. Please note, prior participation does not automatically reinstate assistance; you must resubmit applications annually for consideration. Space is limited based upon available funding and needs. These funds are made available through a federal grant program; consequently, we are only able to approve the number of residents the fund will allow. For more information, call 972-485-6400.

The City of Garland requires all single family rental properties to be permitted by Code Compliance. The following is required for a property to become permitted as a single family rental property: 

  • The landlord/manager must submit a completed permit application for each single family dwelling rented or leased, including duplexes. 
  • The application requires certain information about the owner(s), management company and occupants. 
  • A yearly fee of $65  must accompany the completed application, unless the property is certified and granted the permit extension. 
  • A permit will be mailed to the owner or designated party. 
  • The permit cannot be assigned or transferred. 
  • A full inspection will be conducted upon each change of tenancy, unless the property is certified. It is the responsibility of the owner/management company to notify Code Compliance of the vacancy and set up an appointment for a full inspection. 
  • A copy of the inspection report will be provided to the person in charge (landlord, property manager or designated party).

Short Term Rentals in Garland

Short-term rentals are now required to be licensed in the City of Garland.

What are short-term rentals? Short-term rental means all or part of a residential property that is being rented to a person for less than 32 days. Short-term rentals are commonly leased through websites like Airbnb, Vrbo and HomeToGo.

Certified Landlord Training

Landlord Training classes are scheduled during the next several months. In addition to the following incentives, this class will educate landlords and property managers about common property maintenance problems inspectors will be looking for: 

  • Applicable properties will not be subject to Change-in-Tenancy Inspections 
  • Extension of current permits by 2 years 
  • Owners/Managers will save $130 on annual renewal requirements due to extended expiration dates
